libpam-pwdfile software package provides PAM module allowing authentication via an /etc/passwd-like file, you can install in your Ubuntu 14.04 LTS (Trusty Tahr) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libpam-pwdfile
libpam-pwdfile is installed in your system.
Make ensure the libpam-pwdfile package were installed using the commands given below,
$ sudo dpkg-query -l | grep libpam-pwdfile *
You will get with libpam-pwdfile package name, version, architecture and description in a table
